SUMMARY The Program Manager Alternate for CyOFTS III assists the Program Manager to effectively and efficiently plan, organize and manage all contract employees. This includes day-to-day administrative direction of all contractor employees, assignment of staff personnel to appropriate shifts, or employment functions/tasks/duties, monitoring staff work load per labor category to ensure contract compliance and establishment or improvement of procedures and controls to ensure that all services meet specified requirements. ESSENTIAL DUTIES AND RESPONSIBILITIES Essential duties and responsibilities include the following. Other duties may be assigned. Responsible for the integration of CNI Core Competencies into daily functions, including:

Responsible for all aspects of the contract, to include the day-to-day coordination of project activities and client contact. Ensures resources are provided that are capable of performing administrative professional and technical support functions commensurate with the contract's personnel staffing levels. Assists the Program Manager with the day-to-day matters under this contract including, but not limited to, the following:
Providing the Contracting Officer Representative (COR) with status reports, monitoring the contract to ensure that all tasks are being properly executed, making suggestions to the COR for improvements, if any, of the operation and prevention of problems, responding to requests from the COR, whether administrative or technical. Ensures that all contract employees are fully qualified for the labor categories under which they are assigned and perform their work efficiently and in a timely manner. Assists with managing employees who understand how to plan and integrate Cyberspace capabilities into the Operational level of war. Oversees employees who have the ability to manage/maintain the array of networks, infrastructure, ranges, and student mission training equipment required for the FTU to effectively function. Practices the authority to handle all disciplinary matters involving the contract employees and to sign all papers, documents and/or reports on behalf of the contractor. Ensures that other key personnel assigned perform all document reviews, data analysis, on-line data entry support, coordinates recommendation of revisions to user documentation and maintains files and records, as required. Assists with conducting staff meetings on performance matters, including changes to processes or policy, production, issues in work products, disposition of files, attendance and policy and procedural matters. Assists in the planning and development of policies and procedures for the effective and efficient management of operations and review. Approves status reports and properly disseminates such reports. Monitors the operations of the contract and all contractor employees hired in the performance of the contract, regardless of the physical location of the employee. Maintains own individual time and attendance record and shall ensure that the time and attendance records of all employees employed in the performance of the contract are accurate, complete and submitted in a timely manner to ensure proper payment. Responsible for aiding in own self-development by being available and receptive to any training made available by the company. Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output. Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability. EDUCATION/EXPERIENCE REQUIRED Bachelor's degree in a relevant field of study and a minimum of four (4) years' program management experience and comprehensive understanding of the applicable programs and associated industry. CERTIFICATES / LICENSES / REGISTRATION TS/SCI RequiredCurrent information assurance (IA) certification PMP preferred, but not required JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES Ability to manage multiple contractual obligations and documents (i.e., contracts, proposals, task orders, modifications, change orders, etc.) Skilled proficiency in using project management software to track project requirements and schedules Operational knowledge and understanding of contract requirements, risk management, change management, conflict resolution, and delivery / payment methods for products and services Demonstrated competency in working with a wide range of government departments with diverse business needs, interests, expectations and requirements Extensive working knowledge of Microsoft Office Suite and project management software programs Knowledgeable of and skilled in implementing best-in-class concepts / principles within the areas of planning, scheduling, budgeting and operations for successful achievement of contractual objectives Excellent leadership, capital planning, financial management, cost control, estimating and contract negotiating skills Ability to manage multiple services and task order projects simultaneously Ability to make sound, well informed and objective decisions; perceives the impact and implications of decisions Ability to prepare, justify and administer program budget and to assess financial conditions Ability to persuade others to accept recommendations and to negotiate to find mutually acceptable solutions Ability to organize work, set priorities and determine resource requirements Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals Ability to manage and resolve conflicts, grievances, confrontations or disagreements in a constructive manner Exceptional organization, problem-solving and critical thinking skills Exceptional customer service and relationship-building skills Excellent verbal and written communication skills with solid presentation skills LANGUAGE SKILLS Ability to read, analyze, and interpret the most complex documents. MATHEMATICAL SKILLS Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Salary Range:
$80K -- $100K
Minimum Qualification
Program ManagementEstimated Salary: $20 to $28 per hour based on qualifications.

The check will bounce and the victim is left responsible.
