Job Description:
This position provides PHMSA and FMCSA regulatory guidance and technical expertise in support of the NuStar's DOT Drug and Alcohol Programs mandated by the Department of Transportation and Medical Surveillance mandated by Occupational Safety and Health Administration.
This position is responsible for accurate and timely statistical reporting of Drug and Alcohol program metrics, annual MIS reports, preparation and facilitation of PHMSA/FMCSA DOT audits and OSHA Medical Surveillance reporting and metrics.
Additionally, this position will oversee Drug and Alcohol compliance to include random, post-accident, reasonable suspicion, and return-to-duty DOT testing programs.
This position will partner with various stakeholders to facilitate the removal of employees from work for policy violations as mandated by the Department of Transportation and OSHA.
This position is the Designated Employee Representative, DER for both DOT programs, PHMSA and FMCSA.
Provide regulatory guidance and technical expertise in support of DOT PHMSA and FMCSA Drug and Alcohol Programs, i.

, policy updates, recordkeeping, mandatory clinic retraining for canceled tests, internal auditing to ensure testing is conducted within the required time frames, post-accident records and supervisor training records.
Responsible for comprehensive knowledge of regulations, such as 49 CFR part 40 and 14 CFR part 120 and OSHA 1910.
Facilitate and create drug and alcohol programs, policies and projects that conform to regulations and exemplify best practices.
Collaborate with third-party administrators, medical review officers (MRO), and substance abuse professionals (SAP), laboratories, breath alcohol technicians (BAT), collectors, and DOT administrative agencies.
Function as the internal subject matter expert for DOT PHMSA and FMCSA regulated drug & alcohol program auditing.
Monitor and assist in enforcement of DOT PHMSA and FMCSA regulations to ensure compliance.
Ensure drug and alcohol recordkeeping is sufficient to respond to DOT PHMSA and FMCSA audits.
Identify all positions where a pre-employment / transfer drug test / medical surveillance physical is required and maintain justification.
Identify all contractor companies and contractor employees performing DOT regulated tasks.
Assess the DOT programs for potential compliance risks and create policies to remediate.
Train managers to administer applicable DOT PHMSA and FMCSA Drug/alcohol policies and procedures.
Collaborate with stakeholders and business leaders to close any identified program gaps.
Proactively work with business partners and stakeholders to identify changes in process and business direction, work to provide risk mitigation regarding the DOT drug and alcohol program.
Responsible for accurate and timely statistical reporting of DOT Drug and Alcohol program metrics and the compilation of annual MIS reports.
Coordinate and schedule in-clinic and onsite DOT Drug and Alcohol random, post-accident, reasonable suspicion, and return-to-duty testing programs.
Coordinate with vendor to schedule Medical Surveillance physicals and testing as required for new hires and transfers.
Manage new DOT Supervisor mandatory trainings.
Travel to onsite clinics, conducting random audits.
Partner with stakeholders to facilitate the removal of employees from work for policy violations as mandated by the Department of Transportation.
24/7 post-accident facilitation, finding an approved clinic, ensuring compliance with DOT regulations based on the incident.
Conduct all tasks associated with DOT new employee physicals.
Requirements:
Associate degree preferred.
A degree in Transportation Management, HSE, Safety Management or related field.
A minimum of five years of experience in a DOT drug and alcohol program coordinator/administrator role required.
Experience may be considered in lieu of degree along with a high school diploma or GED.
Knowledge of State and Federal DOT drug and alcohol testing processes, procedures, and regulations.
Experience with audit or risk program design, specifically with PHMSA/FMCSA DOT regulations.
Experience with OSHA required Medical Surveillance (physical requirements, hearing test, benzene test, respirator fit testing, etc.
) Experience managing external agencies.
Must be flexible and demonstrate strong judgment / decision-making skills and be capable of intelligently building a course of action, analyzing trade-offs, and making recommendations even in ambiguous situations.
Ability to prioritize workloads, remain flexible, and maintain a strong attention to detail in a fast-paced environment while supporting multiple, simultaneous programs.
Skilled in Excel spreadsheet development and statistical reporting.
Ability to work independently.
Ability to interpret and administer organizational policies and procedures.
Ability to read and interpret documents such as federal regulations, operating and maintenance instructions, and procedure manuals.
Ability to communicate effectively, orally, and in writing, to internal and external stakeholders.
Ability to analyze information, identify and define problems, create solutions, and make sound decisions.
Ability to maintain a high level of confidentiality and sensitivity.
Ability to be flexible and professional in an environment characterized by peak workloads and stressful circumstances.
Must be willing to travel up to 25%.

This position will require an individual to hold a valid driver's license.

Estimated Salary: $20 to $28 per hour based on qualifications.
