ContinuousSummary Under direction, is responsible for monitoring and auditing expenditures; analyzes COVID19 requests; conducts analysis and research; develops effectiveness measurements; advises and assists executives and managers with federal, state, local and tribal government policies and procedures; and performs related duties as required.
Duties and Responsibilities Develops, monitors and audits COVID19 expenditures in line with funding from external entities including but not limited to, federal, state, local and tribal governments.
Advises and assists Purchasing Agent and/or designee regarding budget, acquisition/procurement or reimbursement/funding opportunities Researches and recommends appropriate actions on budgetary and procurement processes including but not limited to, position reassignment, new programs, personal protective equipment, capital improvement projects and Commissioners Court agenda items Develop recommendations, reports and datasets independently and/or collaboratively on new activities, projects and provide input regarding future plans and changes Develop and maintain appropriate communication with the COVID19 response teams and other relevant stakeholders to support accurate, prompt and detailed information on COVID19 program(s) and funding opportunities Analyzes expenditures, evaluating various COVID19 requests and recommends approval/disapproval of line items as well as review and reconciliation of encumbrances Reviews, coordinates and assists in the preparation of Federal, State and private grants with operating departments Compile, manage, and make available, relevant information related to COVID19 for staff access Performs related duties as required Minimum Qualifications Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Business, Finance, Economics or a closely related field, and one (1) year experience in budget preparation or management analysis; or an equivalent combination of education and experience Good knowledge of budget analysis and preparation; good knowledge of management analysis research techniques and effectiveness measurement; knowledge of local government operations Skill in communicating effectively, in-person, virtually, verbally and in writing; skill in utilizing Windows-based word processing and spreadsheet software; skill in collecting and analyzing financial data Ability to formulate recommendations and write reports; ability to maintain effective working relationships with coworkers, Elected/Appointed Officials, Department/Division Heads, County employees, government agencies and the general public Must secure and maintain a favorable background investigation and clearance Must secure and maintain a pre-employment physical and a pre-employment drug screen test Must have and maintain a valid Texas driver's license, motor vehicle liability insurance and personal injury insurance May be required to work more than 40 hours during the workweek Working Conditions and Physical Demands:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
