Plans, directs, and reviews the activities of the Public Works Department, which includes Administrative Business Services, Asset Management, Development Services, Fleet Maintenance, Operational Services, the Alamo Regional Mobility Authority, and Engineering/Capital Programs; coordinates assigned activities with other County departments and outside agencies; and provides highly responsible and complex administrative support to the County Manager.
This position is exempt from Civil ServiceDuties and Responsibilities Responsible for planning, organizing, directing and coordinating the activities of the several divisions comprising the Public Works Department, including the Alamo Regional Mobility Authority Develops, plans, and implements long and short term departmental goals and objectives; recommends and administers policies and procedures Supervises and participates in the development and implementation of Public Works projects, including preparing and monitoring project budgets and staffing requirements Confers with and advises administrative staff on problems related to the maintenance and operations of the Public Works Department and related systems and the interpretation and related enforcement of rules and regulations Works with professional staff to continuously improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service Supervises the Public Works Department and serves as technical advisor to Commissioners Court, the Alamo Regional Mobility Authority, and the County Manager on Public Works matters Responsible for preparation and approval of the Public Works agenda items for Commissioners Court and the Alamo Regional Mobility Authortiy Conducts special studies and assignments, as well as develops comprehensive recommendations for management use Selects, trains, motivates, and evaluates personnel, establishes and monitors employee performance objectives Responds and resolves citizen inquiries and complaints Meets with the public in small and large groups to discuss County and ARMA Public Works plans, policies, practices, and problem resolutions Determines and prepares annual departmental budget Coordinates Public Works activities with other County Departments and with outside agencies Evaluates field investigations to assess construction design problems and determine solutions Maintains departmental awareness of contemporary developments in management and the fields of specialty Attends and participates in professional group meetings Utilizes excellent customer service skills, establishes and maintains effective working relations with officials, colleagues, staff and the public Responsible for maintaining a working knowledge of Federal, state, local, county and other applicable environmental and safety statutes, ordinances, and codes.
As well as, Federal OSHA and state regulations regarding safety training and safe work practices May serve on various committees, as required and assigned Salary depending on qualifications Minimum Qualifications Graduation from an accredited college or university with a bachelor's degree in Civil Engineering, or closely related discipline, and substantial high level professional experience in public works, utilities, and engineering with a minimum of ten (10) years' experience Considerable knowledge of public administration processes and civil engineering practices/procedures involving construction plan design; knowledge of construction project design and maintenance related to engineering, drainage and flood control projects; knowledge of drainage program laws and codes; knowledge of administrative and management principles; knowledge of contract administration; knowledge of emergency operations and procedures Skill in managing multiple projects simultaneously, completing them on time and within budget Ability to prepare and submit clear, concise, and accurate reports either orally or in writing; ability to select, direct, and evaluate other personnel of high technical and administrative level; ability to work under stress and handles stressful situations; ability to meet deadlines; ability to effectively organize and direct personnel to affect maximum efficiency, communication, and coordination within the department; ability to deal effectively and cooperatively with, Commissioners Court, City Council, government officials, boards, various departments, agencies, and the public Must be a licensed Professional Engineer in the State of Texas Must have a valid Class C Texas driver's license Must secure and maintain a favorable background investigation Must clear a pre-employment physical and a pre-employment drug screen test May be required to work more than 40 hours during the workweek Working Environment and Physical Demands:
