Contracts Manager with Security Clearance

Overview:
The contracts manager serves as an advisor to the leadership of the Logistics & Operations division and works with the other members of the management team to assist and support project and program managers.
The contract operations manager has primary support responsibility in contract administration including, but not limited to contract, subcontract and task order administration, Non-disclosure and Teaming Agreements; SBA 8(a) reporting and compliance, HUBZone certification, SBA Mentor Prot g Program and SBA Joint Ventures and Quality management administration.
Primary
Responsibilities:
Draft, evaluate, negotiate and execute a wide variety of different contract types (FFP, T&M, Labor Hour, Cost Reimbursable, Cost Plus, and Fixed-Price Incentive Firm (FPIF) hybrids) covering a range of transactions.
Create and maintain relationships with clients and suppliers; serve as the singular point of contact for contractual matters.
Maintain accurate records for all contractual related correspondence and documentation.
Monitor contract performance periods; execute renewals, option periods, extensions and close-out documentation.
Resolve contract-related problems that arise with other parties and internal company entities.
Understand strategic and operational goals and be able to recognize non-compliance and other business challenges that could have an adverse impact in matters of corporate compliance.
Assists Logistics & Operations Division with business development planning and execution.
This may include proposal writing, reviews, meetings with potential customers, market research and reporting, and attendance of conferences and company marketing.
Assists and advises project and program managers on all matters pertaining to contracts, subcontracts, and task orders.
Assists and advises project and program managers on all matters pertaining to changing regulatory requirements applicable to CONUS and OCONUS operating environments (Service Contract Act (SCA), Unions, EEOC, etc.
).
Completes special projects, develops and compiles other operational reports, and performs other duties as assigned by the Logistics & Operations Division Presiden Supervisory
Responsibilities:
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
This position will mentor, coach and advise the activities of program management staff.
Education and/or
Experience:
Bachelor's degree in business administration, Project Management or closely related field is preferred.
Relevant experience in lieu of degree will be considered with at least eight years of experience working in contract/program management being sufficient.
At least three (3) years of contract, subcontract and task order management experience.
At least six (6) years of functional or operational management experience supervising employees is desirable.
Knowledge, Skills, and Abilities:
Must understand government contract administration and possess a working knowledge of the FAR, appropriate supplements, and agency-specific regulations.
Must have experience working with different contract types (FFP, T&M, Labor Hour, Cost Reimbursable, Cost Plus, and Fixed-Price Incentive Firm (FPIF) hybrids).
Must have experience with contract modifications, extensions, options, terminations and closes-out procedures.
Must be skilled in contracts, subcontracts, task order and Collective Bargaining negotiations, administration, and ensure compliance with corporate, contract, and legal requirements.
Must be able to oversee implementation and management of quality management methods.
Must be able to efficiently utilize Microsoft office suite of software products and various automation tools to facilitate effective management of widely dispersed operations.
Must understand business development and proposal processes and procedures.
Understands the business case, financial/analytical issues, and profit and loss implications.
Certificates, Licenses, Registrations:
Valid Driver's License Project Management Professional (PMP) certification desirable.
Security Clearance:
SECRET Level Required o Must have a current US Government SECRET Personnel Security Clearance or be able to successfully complete a U.
S.
government administered Investigation.
o Must be a U.
S.
Citizen.
o Must be able to obtain CAC base access clearance.
