Job Description:
o Establish and operate an Incident Command System (ICS) for each MCD, Reconnaissance and Surveillance (R&S), Urban Search & Rescue (US&R), and Civil Support Teams (CST) training event and exercise.
o Role plays various positions that are key for the military to interface with as if they were supporting first responders on an actual incident.
o Assist military and government service personnel in the preparation, and execution of training and exercise events.
o Planning and coordination may include the development of training Master Scenario Event Lists (MSEL) or other scripted training scenarios to develop Technical Support Forces (TSF) unit emergency response skills.
o Planning and coordination may include unit or venue specific visits, including planning meetings and Site Surveys
Qualifications:
o Strong training and facilitation skills to assist military and government personnel in preparing and executing training eventsEffective communication skills.
o Experience in creating training scenarios, particularly Master Scenario Event Lists (MSELs), to challenge participants' skills and response capabilities.
o Proficiency in planning, organizing, and coordinating training events, including site visits and meetings.
o Solid understanding of emergency response protocols, procedures, and best practices.
o The ability to adapt to changing situations and solve problems on the flyAttention to detail to ensure realistic and effective training.
o Possess experience and knowledge of working in this field as emergency responder and they shall be accredited by either the International Fire Service Accreditation Congress (IFSAC) or the National Board on Fire Service Professional Qualifications (Pro Board).
o Be fully qualified in accordance with (IAW) Occupational Safety and Health Administration (OSHA) requirements, National Incident Management System (NIMS), and National Fire Protection Association (NFPA) 1670 training qualification standardsThis document addresses Operations and Training for Technical Search and Rescue Incidents.
o Possess knowledge of current Army Tactics, Techniques and Procedures (TTPs), Training and Evaluation Outlines (T&EOs) and concept of employment operations for the specific mission being supported in order to train and evaluate TSF personnel in the same manner their TSF unit will respond to a CBRN incident.
o Possess experience and knowledge of TSF chemical, medical, and search & rescue units and how they conform to Incident Command System concerning command & control, search & rescue, medical, mortuary affairs, mass casualty decontamination, and reconnaissance operations.
o Possess Hazardous Material First Responder Operations Level certificationFirst responders at the operational level shall have received at least eight hours of training or have had sufficient experience to objectively demonstrate competency in the following areas, in addition to the first responder awareness level:
o Knowledge of the basic hazard and risk assessment techniques.
o Know how to select and use proper personal protective equipment provided to the first responder operational level.
o An understanding of basic hazardous materials terms.
o Know how to perform basic control, containment and/or confinement operations within the capabilities of the resources and personal protective equipment available with their unit.
o Know how to implement basic decontamination procedures.
