ACCOUNTING AND BUDGET TECHNICIAN

In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Clerical and Administrative Support Positions. SPECIALIZED
Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes accounting procedures and techniques to understand and work with a total accounting system which involves different programs that generate a large variety of transactions and Knowledge of extensive and diverse financial regulations, operations, and procedures governing a wide variety of types of related transactions to resolve non-standard as well as routine transactions, complaints, or discrepancies; provide advice; or perform other work that requires authoritative procedural knowledge. OR EDUCATION:
Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE:

You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of extensive and diverse regulations, requirements, procedures, and operations associated with technical duties related to accounting and budgeting support functions. 2. Knowledge of accounting and budgeting files, listings, and document control systems as well as the relationships between accounts and the effect of actions on programs, accounts, and systems. 3. Knowledge of automated accounting and budgeting systems to process transactions and reconcile errors requiring understanding of nonstandard procedures. 4. Knowledge of general office administrative procedures. 5. Knowledge of various office automation software functions to support office operations and produce a variety of documents. 6. Skill in operating a calculator and utilizing a keyboard to access or locate information through the use of a personal computer or terminal. PART-TIME OR UNPAID
Experience:
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK
Experience:
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
