Management and Program Assistant

Program Analysis and Reporting Incumbent must analyze and evaluate the effectiveness and efficiency of multiple program operations in Mental Health, assessing the services provided to patients served in various programs such as Primary Care Mental Health Integration, Seriously Mentally Ill Psychosocial Rehabilitation, Substance Abuse, Post Traumatic Stress Disorder Clinical Team, Compensation & Pension, Neuropsychology, Geropsychology, Spinal Cord Injury Clinic, Polytrauma Rehabilitation Counseling, Mental Health Outpatient Services, and Compensated Workforce Therapy. He/she may identify and advise the Psychology Service Chief, Psychology Program Managers, Psychology Resident/Fellowship Training Directors, Psychiatry Service Administrative Officer and, MH ACOS and Health Systems Specialists on the impact of changes proposed as to how they will affect patient care and other services. Fund Control Point Obligations Management The employee is responsible for tracking finances and ordering recurring supplies and testing material for all Psychology and Neuropsychology clinics; validates obligations with Finance and Logistics/Purchasing. Requests funds transfers to cover monthly expenses. Develops and applies a forecast equation for monthly obligations for each service and recommends adjustments to obligations for each Service based on that trend. Advises Service Chief or their Administrative Officer of amount spent over various periods of time, month, year, compared to their budget, etc. Submits 2237's/1358's for program contracting obligations such as the Vocational Rehabilitation Program and the Mental Health Residential Rehabilitation Program. The employee also serves as an invoice certifying official for Psychology Mental Health Initiative related contracts and obligations. Personnel Management & Administrative Support The incumbent works closely and independently with Credentialing, Privileging, and Human Resources on recruitment, retention and licensing of all Psychologists; works closely with the STVHCS Medical Staff Office and Hospital Professional Standards Board as a member of the Psychology Service Board Committee by coordinating the boarding, recruitment, and retention of (Title 38 Hybrid and Title V employees). Fiscal Management Provides oral and written reports and recommendations at the direction of the Service Chief or the MH AO on projected budget requirements based on projected needs. Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of principles of financial management, personnel management, organizational development and strategic management; knowledge and skills in presenting recommendations and negotiating solutions to disputed recommendations; performs research of historical files for readily available information such as recent staff or function changes, organizational charts, mission and functional statements and position description; provides administrative functions such as FMLA, Timecards, Fiscal, Payroll and Human Resources. The work is mainly sedentary. Typically, the employee sits comfortably to do the work. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
