Position Summary

The Senior Engineer of Energy Management Systems(EMS) will be responsible for ensuring the safe, reliable, accurate, and secure operation of the EMS SCADA system controlling CPS Energy s transmission and distribution grid. The Senior Engineer of EMS will provide engineering and technical support, on a 24x7 basis for CPS Energy transmission and distribution SCADA control and monitoring processes via installed SCADA technology and related field devices. The Senior Engineer will provide software and coordination of hardware and database support for EMS application, participate in managing incidents, problems, recognition of issues and its resolutions, and lead cross functional teams to deliver SCADA programs, enhancements and process improvements related to the real-time monitoring, control, storage, dissemination, and telemetry of field asset information. This position will also maintain awareness of NERC Critical Infrastructure Protection (CIP), Reliability standards and ERCOT protocols. The Senior Engineer position works independently with minimal guidance and utilizes in-depth knowledge of best SCADA practices and experience to provide and improve services to EMS customers. He or she will act as a Subject Matter Expert to colleagues and other team members as requested.

Tasks and Responsibilities

Provide engineering and technical support to Operations Staff by ensuring SCADA applications and integrated systems work as expected so CPS Energy can effectively control and monitor its transmission and distribution and related field devices in real-time with minimum supervision.
Oversee major EMS application upgrade projects, programs, and/or initiatives with no supervision. Works with application vendor for product development, enhancements, process improvements, upgrades and routing maintenance.
Formulate models and provide engineering direction and support in the development and modification of existing SCADA subsystems, functions, applications, databases, processes, procedures, and documentation in such a way as to maximize system accuracy, reliability and usability.
Responsible for the Database Administration. Perform network model database changes to add, delete, and modify elements in the SCADA application to support reliable and accurate real-time controls of the CPS Energy transmission and distribution systems. Configures and sets up alarms, limits and calculated points in the application.
Ensure SCADA database accuracy by performing SCADA point checkouts with field personnel to ensure reliable and accurate representation of SCADA models in real-time operations.
Support electric advanced power flow and state estimation functions for real-time system operations use (e.g. state estimation, Loadshed, Volt-VAR optimization, fault location and isolation, etc.).
Ensure regulatory compliance by creating, maintaining, and verifying SCADA cyber security controls as well as related documentation.
Assign and direct technical work of others including vendors and consultants.
Leads and coordinated with cross function team involving Engineering, Construction, Operation, Enterprise IT, Network, and database personnel to maintain the reliability and availability of all SCADA system functions associated with the Energy Management System.
Support archiving and reporting tools like OSI Soft PI used by other departments within CPS Energy.
Support SCADA Operator Training Simulators so that System Operators have a viable simulator for annual required training.
Identify SCADA application issues or enhancement opportunities and coordinate with application vendor to develop a software update, design specification and test plan.
Work independently and/or lead a team to verify vendor software patches. Develop detailed test and implementation procedures to install new software (code) onto a real-time control system.
Use technical expertise and creativity to develop and implement innovative solutions to complex problems that increase value delivered to CPS Energy operations and customers.
Ensures the on-time, on-budget quality delivery of projects.
Participates in and assists in development of area budget.

Preferred Qualifications

Master s degree from an accredited university
Experience with Energy Management System Applications
Working experience with Transmission Network Model, State Estimator, Contingency Analysis and Power Systems Analysis.
Knowledge of substation field devices (RTUs) and electrical equipment at substations(transformers, transmissions lines, bus etc)
Familiarity with Electric Grid Modernization/Optimization or Distribution Automation (Smart Grid)
Experience with Electric transmission and distribution or Gas SCADA or other type of real-time system and related field devices.
Knowledge of SCADA Protocols:
DNP serial/IP, ModBus, ICCP
Familiarity with NERC CIP, NIST and BES reliability standards
Knowledge and fluent use of Linux Operating systems and Shell Scripting
Knowledge of complex SCADA architecture (shared access, firewalls, multiple domains)
Knowledge and fluent use of Windows Operating systems and PowerShell
Basic to intermediate TCP/IP networking skills
Knowledge of some high-level programming languages a plus (Visual Basic, Javascript, Perl, Awk, C++, C#, PHP, Python ,etc.)
Knowledge of Oracle DB software and SQL
query language (or other RDBMS technology)
Knowledge of common communication protocols:
RS232, TCP/IP, SSH, HTTP
Experience or knowledge of OSI Soft PI usage and administration
Familiarity with advanced SCADA applications such as State Estimation, Loadshed, Fault Location Isolation and Service Restoration (FLISR) and Volt Var Optimization (VVO) programs.
Familiarity with integration of Electric transmission, substation and distribution SCADA applications and field devices like SEL 751, SEL 651R and Eaton s VaultGard, NPServe.
Experience troubleshooting telemetry errors and performance problems as they relate to SCADA systems.
Ability to solve complex technical problems through creativity and the use of applied technologies to bring value to CPS Energy and customers

Minimum Education

Bachelors of Science degree in Engineering or related field from an an ABET accredited four-year college or university

Work is performed indoors & outdoors. Manual dexterity, talking, hearing, and repetitive motion. Use of computing equipment, telephone, & printer/copier. Ability to travel to and from business related events. After hours work may be required.
